Edward Everett Hale wrote this in 1894, but it sounds very much like the conflicts that are still found in today's world. Every year cities compete for tourists, many of which are desperate enough to put up with the horrible conditions. That is understandable. With all things considered, even if you are stuck in a terrible city, there are some parts of it that are amazing.

But, most of the time the conditions are not worth it. Just try to find a city where everyone loves you and you will be satisfied.
