This quote is a direct reference to the first law of the universe. In 1980, a pair of scientists from the University of Washington, D. B. Skaggs and D.
G. Anderson, were studying a galaxy cluster called Abell 2744. They were using a telescope at the Apache Point Observatory in New Mexico to look at the cluster through one of its two telescopes.
The two astronomers noticed that some galaxies were slightly out of focus because of the way they were positioned on the telescopes. This gave them an idea: Why not correct for this apparent aberration? They could do so by tracking the position of a star over time and measuring how far it moved from one point to another, or by observing how fast it was moving. This information would be used to correct for errors in their measurements and give them more accurate data on the galaxy clusters that they studied.
Then, they could run their calculations based on those measurements and use those as a basis for further research.
