William Baldwin was born in New York City. He began his career in the theater, appearing in Broadway productions of Godspell, The Who's Tommy, and the original production of The Seagull. He then moved into television, where he starred in Party of Five, Melrose Place, and Diagnosis Murder. He came to prominence in the late 1980s with his role as The Penguin in Batman Returns
After guest appearances on TV shows like Punky Brewster, Baywatch, and Miami Vice, he started to get his big break when he was cast as Jack Nicholson's son-in-law in Wayne's World. From there he went on to appear in films like Jerry Maguire, Body of Evidence, True Romance, How to Make an American Quilt, and a series of made-for-TV movies including Bride of Chucky and The Search for One-Eyed Willie Pike. In 1996 he starred with Jamie Lee Curtis in the film Halloween H20: 20 Years Later.
