He obtained his higher education from Mysore University and completed his Masters in Business Administration (MBA) from the Indian Institute of Management Shillong. Mr Moily held several key posts in the Government of India, including that of the Chief Secretary to the Government of Karnataka and also served as a member on several committees, including the National Commission for Child Welfare, National Commission for AIDS Control and other similar bodies.
