Margaret Spellings was Associate Director for Education Policy in the Office of Management and Budget under George W. Bush. From 2001 to 2004, she was Commissioner of the Minnesota Department of Education, the first woman to hold that post. Previously, she was Senior Vice President of Policy for the Coalition for Quality Education, where she advised four United States Presidents on education policy and served as a member of President Clinton's Council of Advisors on Educational Technology

Before joining the Coalition, she was Deputy Assistant Secretary for Policy and Planning at the U.S. Department of Education and served as Associate Deputy Secretary under Secretary Margaret E. Heckler.
