James T. McCay is a retired United States Air Force Colonel and former Director of the Air Force Academy Library. He graduated from the United States Military Academy at West Point, New York in 1973, and upon graduation was commissioned as a Second Lieutenant. Colonel McCay served as an aviator and flight instructor for over twenty years and during his career held several key positions in the Air Force Acquisition System, including Commander of the Air Force Aircraft Procurement Center and Director of the Defense Acquisition Management Organization. His awards include the Meritorious Service Medal, Air Force Commendation Medal, two Defense Superior Service Medals, two Defense Meritorious Service Medals, two Outstanding Unit Awards, and various other unit citations.
