Eleanor Holmes Norton, born in Washington, D.C., is a public interest lawyer and a member of the United States House of Representatives, first elected to represent Washington's District 2 in 1991. The first African-American woman to serve as a federal delegate from the District of Columbia since Reconstruction, she is also the longest-serving Member in history. A former law partner of Supreme Court Justice Clarence Thomas, she was the only African-American female delegate to vote against his confirmation in 1991. She was reelected to her second term in November 1996.
