Army Reserve and the Army Reserves Public Affairs Office at Fort Eustis, Virginia. Forehand was first elected to the U.S. Congress in 1984 on the Democratic ticket, defeating incumbent John Horsley (R-TX) by a margin of 56% to 44%. He represented Texas' 29th congressional district for four terms (1984 to 1992).

After his congressional service, he served as chairman of the Southwestern Bell Telephone Company's Regulatory Committee and as president of Mynatt-Forehand Communications Co., LP before his election to the Texas Railroad Commission in 2002 on the Republican ticket. He served as commissioner until January 31, 2007 when he resigned to accept an appointment by Governor Rick Perry to fill a vacancy on the Texas Railroad Commission created by the resignation of former Railroad Commissioner Paul Hobby. Forehand served on three different state regulatory commissions before his election to the Texas House of Representatives.

He is currently serving on the Railroad Commission after being elected to replace Regina Brooks, who is now serving as Commissioner of Agriculture.
