The definition of a question is a statement which implies a doubt or a disagreement. The only difference between a good question and a bad one is the answer. A question can be both true and false at the same time, for example: "Is the sky blue?" The answer to this question would be yes because it is true. However, if you believe that it is not true, then the question would not be true.

The same holds true with other questions where you have doubts or disagreements about its truth or falseness. In other words, if you have doubts about something, then it is just as much a matter of questions as answers.
