In 1861, after the outbreak of the American Civil War, he joined the Confederate States Army and became a general in the Department of West Virginia. After the war, he was elected governor of Ohio, a position he held until 1877. He began his presidency during a severe depression that damaged his administration's credibility, and his presidency did not have a major foreign policy achievement.

Hayes's election to the presidency in 1876 was an upset victory in that he won by losing New York (where he had served as governor) and Pennsylvania (which had twice elected him governor).
