Richard Bull was born in Kent, England in 1941. After graduating from the University of Oxford with a degree in History, he joined the BBC Television Service in 1962. He was promoted to Executive Producer for BBC1 in 1970 where he remained until 1980 when he became Head of Programmes at Anglia Television, based in Norwich.
