Oikawa Tooru was born in Matsuyama city, Ehime Prefecture, Japan. She graduated from the Department of Literature of Waseda University in Tokyo. While she was a student, she started a manga called "Tsuki no Kyuranger" with her own manga creator friend. This manga won the Grand Prize in the 2007 edition of the 5th annual Tezuka Osamu Cultural Prize
In 2009, she published her first original work as a novel entitled "Hoshizora no Osaka". In 2012, she published "Jitsuryoku Shijou Shugi no Kyoshitsu", a collection of short stories. Her second original work, "Tsuki no Kyuranger", was serialized in Weekly Shonen Magazine from its debut on May 12, 2010.
It ended on July 18, 2013. Tooru is a member of the editorial committee for Shueisha's Weekly Young Jump magazine and has been awarded several literary prizes for her works.
