Her parents were both teachers. At age 18, she began working at the United Nations Headquarters in New York City. She graduated from New York University with a degree in International Relations.

Bachelet returned to Chile in 1981 to work for the World Health Organization, eventually becoming its director for Latin America. In this role she grew the organization's presence in the region. Bachelet served as health minister during Augusto Pinochet's military dictatorship from 1988 to 1990, when it was hit by scandal over its response to a dengue epidemic.
