He graduated from the University of California at San Diego where he earned a degree in philosophy with a minor in political science. After graduating from college, Katzenberg worked in various creative capacities in film and television production companies. In 1978 he joined Capital Cities/ABC, where he developed a specialty in producing made-for-television movies.

A short time later he was promoted to become president of production at ABC Entertainment Group, responsible for all the network's television programming and movie production. He returned to Los Angeles and founded an independent television production company called Caravan Pictures, which produced such critically acclaimed films as Children of a Lesser God (1986) and The Untouchables (1987). Katzenberg then joined Disney Studios as President of Production for Walt Disney Television Animation and Animation Entertainment under the leadership of Michael Eisner.

While there he oversaw such hit series as DuckTales (1988), Aladdin (1992), Hercules (1997), The Lion King (1994) and Beauty and the Beast (1991) for Walt Disney Television Animation on ABC; Gargoyles (1994) on Fox; Duckman (1997) on Comedy Central; and The Emperor's New School (2003). In addition to his work at Disney Studios, Katzenberg created two new animation series: Cory in the House (1996), which aired during the 1996–97 season on CBS; and Mickey Mouse Clubhouse (2001), which airs on Disney Channel and on some local stations across the country. In 1997 he was named Chairman of Walt Disney Television Animation and, after Michael Eisner's departure from Disney, was named President of Disney Television Animation.

His efforts led to Disney winning an Emmy Award for Hercules.
