He received his Juris Doctorate from Columbia University School of Law. He served as an attorney for the U.S. Navy during the Korean War and after qualifying as a lawyer, he joined the firm of Little & Kahaner which he left to become an independent attorney.

He was appointed to the Michigan Court of Appeals by Governor George Romney and served two years before being elected to Congress in 1964 under the banner of the party of President Lyndon B. Johnson. He served two terms in Congress before being elected to a third term in 1968 under President Richard Nixon's banner.

In 1976, he was again elected to Congress where he remained for ten more years until retiring from public office in 1987. His interest in political philosophy led him to write The Constitution: A Reading Guide, which is now in its fourth printing and is used throughout colleges and universities nationwide. His other books include The Bible: A Political History of Its Interpretation, The Constitution: A Study Guide, Congress: A Reading Guide, and In Defense of Our Liberties: A Constitutional Commentary on the Bill of Rights, all published by Congressional Quarterly Books.
