from the University of Virginia in 1969 and a Ph.D. from Yale University in 1974. He has been a visiting scholar at the World Bank and a research associate at the National Bureau of Economic Research, both in Washington, D.C., and a visiting professor at the Institute for International Economic Studies at the University of Tokyo in Japan.
He has been affiliated with IFPRI since 1976 and was its director from 1992 to 1995. In 1993 he published "Economic Analysis of Agricultural Policies," which was awarded the John J. Carty Award by the American Agricultural Economics Association and has been translated into nine languages (including Chinese).
