Herbert Joseph Muller was a prolific writer of books on philosophy, religion, and psychology. He was born in Königsberg, Prussia. In 1847 he moved to Hamburg where he worked as a journalist for a number of newspapers and magazines. He later became a Christian minister who traveled through Germany and Russia as well as visiting both America and England
He was married twice and had six children with his first wife. After her death he married another woman who died soon after giving birth to a daughter. In 1898 he published his magnum opus, The Kingdom of the Cults.
In 1909 he published the first three volumes of his Gazetteer of Theological Quotations which was not completed until after his death in 1922.
