Cathy McMorris Rodgers is the U.S. Representative from Washington's 5th Congressional District, serving since 2005. She was elected to serve a full term in 2006 and reelected in 2008. In 2010, she was elected to serve a second full term in Congress. On May 18, 2004, McMorris Rodgers announced that she would not seek reelection to her seat in the House of Representatives in 2006
On March 10, 2005, she was elected a member of the Republican Conference in the House of Representatives, and was named Vice-Chair of the National Republican Congressional Committee (NRCC) in 2005. In August 2005, she was named NRCC's Head of Victory Operations. In December 2005, McMorris Rodgers was appointed by Speaker Dennis Hastert to be Deputy Whip for the 112th Congress. In December 2006 she was elected by her colleagues as Majority Whip for the 112th Congress and became Chief Deputy Whip for the 113th Congress. In March 2007, McMorris Rodgers was appointed by then-Speaker Nancy Pelosi to be a member of the Democratic Steering and Policy Committee where she served until January 2011 when Republicans took control of both houses of congress. She served as Chairwoman of two committees: Transportation and Infrastructure (2007–08) and Resources (2009–10).
She also serves on the Budget Committee (2007–08), Education and Labor (2009–10), Agriculture (2009–10), Financial Services (2009–10), Defense (2011–12), and Foreign Affairs (2011–12). She also serves on two subcommittees: Transportation and Foreign Affairs. As Majority Whip, McMorris Rodgers has been a key player in managing passage of major legislation such as: Hurricane Katrina Recovery Reform Act (HR 6063), The Medicare Improvements for Patients and Providers Act (HR 3690), The Patient Protection and Affordable Care Act (PPACA) or ObamaCare (H.R. 3590), The Dodd-Frank Wall Street Reform and Consumer Protection Act (the "Dodd-Frank Act" or "Dodd-Frank"), The WIOA Reauthorization Act (P.L.
110-343) and The Jobs Through Strength Act (P.L. 110-245). As part of her work with Speaker Boehner's leadership team on House Floor issues, Cathy served as the primary liaison between Republicans and Democrats during negotiations over: Hurricane Sandy Relief Disaster Relief Supplemental Appropriations Bill; Hiring Freeze Deadlines Extension
