It is a form of fascism, which is the combination of both racism and political authoritarianism. The basic principle of Nazism was to unify all Germans in the nation through a corporatist economy, state-managed social services, and a militarized nationality that did not dare to question Nazi power. For the German people, the Nazis claimed that they were restoring and preserving German culture and identity, and that their goal was to create a new moral order for Germany by ridding it of Jews and other "undesirables." The darker side of Nietzsche’s ideas was incorporated into the Nazi belief system. Part of the link was straightforward: some things Nietzsche said were pure Nazi doctrine. His comments that ‘The extinction of many types of people is just as desirable as any form of reproduction’ and that ‘the tendency must be towards the rendering extinct of the wretched, the deformed, the degenerate’ could come from any work on racial hygiene. Nietzsche’s central contribution was not these explicitly Social Darwinist views, but his rejection of the Judeo-Christian morality of compassion for the weak. Self-creation required hardness towards oneself: a strong will imposing coherence on conflicting impulses. It also requires hardness on others. Conflicts between the self-creative projects of different people made inevitable the attempt to dominate others. The whole of life was a struggle in which victory went to the brave and to the strong-willed. Noble human qualities, linked with the will to power, were brought out in combat but atrophied in peace. Compassion was weakness, cowardice and self-deception. The Judeo-Christian emphasis on it was poison. In drawing these consequences from his beliefs about the death of God and from Social Darwinism, Nietzsche provided the part of the Nazi belief system which ‘justified’ the cruel steps they took to implement their other beliefs. The first days of January 1942 brought enormous amounts of snow. The reader already knows what snow meant for the clergy. But this time the torture surpassed the bounds of the endurable. At the same time the thermometer hovered between 5 and 15 degrees below zero. From morning till night we scraped, shoveled, and pushed wheelbarrow after wheelbarrow of snow to the brook. The work detail consisted of more than 1, 000 clergymen, forced to keep moving by SS men and Capos who kicked us and beat us with truncheons. We had to make rounds with the wheelbarrows from the assembly square to the brook and back. Not a moment of rest was allowed, and much of the time we were forced to run. At one point I tripped over my barrow and fell, and it took me a while to get up again. An SS man dashed over and ordered me to turn with the full load. He ran beside me, beating me constantly with a leather strap. When I got to the brook I was not allowed to dump out the heavy snow, but had to make a second complete round with it instead. More to the point, one cannot understand The Holocaust without understanding the intentions, ideology, and mechanisms that were put in place in 1933. The eugenics movement may have come to a catastrophic crescendo with the Hitler regime, but the political movement, the world-view, the ideology, and the science that aspired to breed humans like prized horses began almost 100 years earlier. More poignantly, the ideology and those legal and governmental mechanisms of a eugenic world-view inevitably lead back to the British and American counterparts that Hitler’s scientists collaborated with. Posterity must gain understanding of the players that made eugenics a respectable scientific and political movement, as Hitler’s regime was able to evade wholesale condemnation in those critical years between 1933 and 1943 precisely because eugenics had gained international acceptance. As this book will evidence, Hitler’s infamous 1933 laws mimicked those already in place in the United States, Britain, Norway, Sweden, Finland, and Canada. So what is this scientific and political movement that for 100 years aspired to breed humans like dogs or horses? Eugenics is quite literally, as defined by its principal proponents, an attempt at “directing evolution” by controlling any aspect of human existence that affects human heredity. From its onset, Francis Galton, the cousin of Charles Darwin and the man credited with the creation of the science of eugenics, knew that the cause of eugenics had to be observed with religious fervor and dedication. As the quote on the opening pages of this book illustrates, a eugenicist must “intrude, intrude, intrude.” A vigilant control over anything and everything that affects the gene pool is essential to eugenics. The policies could not allow for the individual to enjoy self-government or self-determination any more than a horse breeder can allow the animals to determine whom to breed with. One simply cannot breed humans like horses without imbuing the state with the level of control a farmer has over its livestock, not only controlling procreation, but also the diet, access to medical services, and living conditions. . If therefore the garden is to remain the breeding ground for the plants, if, in other words, it is to lift itself above the harsh rule of natural forces, then the forming will of a gardener is necessary, a gardener who, by providing suitable conditions for growing, or by keeping harmful influences away, or by both together, carefully tends what needs tending and ruthlessly eliminates the weeds which would deprive the better plants of nutrition, air, light, and sun. . Thus we are facing the realization that questions of breeding are not trivial for political thought, but that they have to be at the center of all considerations, and that their answers must follow from the spiritual, from the ideological attitude of a people. A fundamental difference between modern dictatorships and all other tyrannies of the past is that terror is no longer used as a means to exterminate and frighten opponents, but as an instrument to rule masses of people who are perfectly obedient. Terror as we know it today strikes without any preliminary provocation, its victims are innocent even from the point of view of the persecutor. This was the case in Nazi Germany when full terror was directed against Jews, i.e., against people with certain common characteristics which were independent of their specific behavior. In Soviet Russia the situation is more confused, but the facts, unfortunately, are only too obvious. On the one hand, the Bolshevik system, unlike the Nazis, never admitted theoretically that it could practice terror against innocent people, and though in view of certain practices this may look like hypocrisy, it makes quite a difference. Russian practice, on the other hand, is even more "advanced" than the German in one respect: arbitrariness of terror is not even limited by racial differentiation, while the old class categories have long since been discarded, so that anybody in Russia may suddenly become a victim of the police terror. We are not concerned here with the ultimate consequence of rule by terror–namely, that nobody, not even the executors, can ever be free of fear; in our context we are dealing merely with the arbitrariness by which victims are chosen, and for this it is decisive that they are objectively innocent, that they are chosen regardless of what they may or may not have done. . The wheat had all been taken away, in a heartless campaign of requisitions that began Europe’s era of mass killing. It was 1933, and Joseph Stalin was deliberately starving Soviet Ukraine. The little boy died, as did more than three million other people. “I will meet her, ” said a young Soviet man of his wife, “under the ground.” He was right; he was shot after she was, and they were buried among the seven hundred thousand victims of Stalin’s Great Terror of 1937 and 1938. “They asked for my wedding ring, which I….” The Polish officer broke off his diary just before he was executed by the Soviet secret police in 1940. He was one of about two hundred thousand Polish citizens shot by the Soviets or the Germans at the beginning of the Second World War, while Nazi Germany and the Soviet Union jointly occupied his country. Late in 1941, an eleven-year-old Russian girl in Leningrad finished her own humble diary: “Only Tania is left.” Adolf Hitler had betrayed Stalin, her city was under siege by the Germans, and her family were among the four million Soviet citizens the Germans starved to death. The following summer, a twelve-year-old Jewish girl in Belarus wrote a last letter to her father: “I am saying good-bye to you before I die. I am so afraid of this death because they throw small children into the mass graves alive.” She was among the more than five million Jews gassed or shot by the Germans. Timothy Snyder

There is, therefore, a temptation to return to an explanation which automatically discharges the victim of responsibility: it seems quite adequate to a reality in which nothing strikes us more forcefully than the utter innocence of the individual caught in the horror machine and his utter inability to change his fate. Terror, however, is only in the last instance of its development a mere form of government. In order to establish a totalitarian regime, terror must be presented as an instrument for carrying out a specific ideology; and that ideology must have won the adherence of many, and even a majority, before terror can be stabilized. The point for the historian is that the Jews, before becoming the main victims of modern terror, were the center of Nazi ideology.
