This poem shows the innocence of childhood and the fun we can have. The children like to play and enjoy their lives. The irony is that the only thing the bear cowers from is the cold and food that is left out for him. If one were to go all out on a picnic, there is no way this bear would eat any of it. By leaving food out for him, you are allowing him to live a comfortable life without having to worry about his own needs. He does not want to leave the comfort of your home and instead eats all that you have provided for him.
