This is a very common saying, and I've always taken it to be about what we think of ourselves. We can manifest our desired future. But, if we don't believe what we want to manifest is possible, we won't be able to do it. For example, if Jane doesn't think she's good enough for a promotion at work, the promotion doesn't happen because she blocks herself from getting it. If you never try, you might never know that you're good enough for a promotion at work.
