In a metaphorical sense, the ocean can represent a person’s experiences and the river can represent their actions. The ocean isn’t going to teach you how to swim or help you to understand mathematics. When a person is a part of the ocean, that person is going to learn what happens when a river meets an ocean. If someone is always in the river, they will never know what it feels like to be in the ocean.

It would be like being in a well-lit room and having no idea what the outside world looks like because all they ever see is bright light from one direction. In other words, when a person has access to the river, they learn about what happens when a river meets an ocean.
