The good loyalists get to live without any limitations on what they can do or say. When someone is not a good loyalist of the powerful then they are subject to state surveillance, however, they are also the only ones that will be persecuted for speaking out about wrongdoing. If an individual is in a position of power then they will speak out in defense of the powerless when in fact their only goal is to make themselves look better by defending their position.
