This quote is a great example of a literal translation. In this case, the original Chinese text has been lost. What we do have is a translation from Professor Carter, who was a member of the British delegation to the negotiations at Peking in 1900. In his account, he says that as they were leaving the building after an all-night session, he met Duan Fangyan, one of the delegates from the Chinese delegation, who asked if they were pleased with themselves.

When Carter said they were not, Duan responded that they could have been killed or expelled. Then he left. The Chinese delegation had been ordered to leave Peking by the Boxer Rebellion - a movement against Western influence in China - and it would have been very dangerous for them to remain in Peking.
