Malachi was one of the leaders of the Clave, a powerful group of werewolf shapeshifters who lived in a city called London. In this scene, he is trying to intimidate Luke so that he will do as he says. He asks him to tell him that his wards have been down for a long time, but Luke does not say this. Instead, he asks the Consul if this is a terrible thing or a good thing.

The Consul’s first question is whether or not the Warders have been told that the wards are down. It is an obvious inquiry since it would make it easier for Malachi to get in if they know they are on their own. This question shows that Malachi isn’t really concerned about what happens to the Glass City or its people once he gets there.

Rather, he only wants to get in and out without being noticed while doing whatever it is that he plans on doing inside of the city. For his next questions, Magnus asks how long it has been since the Clave had told their warder that the wards had been down, and then asks if Malachi should be told that they are down. This last question shows his concern for the welfare of others.
