In the early days of the American branch of the CIA, an operative named James Jesus Angleton was in charge. He was a brilliant man who had a reputation for being ruthless and cunning. He was so successful in his career that he became the chief of counterintelligence operations for the entire CIA. He became so powerful that he felt it necessary to have a close friend and confidant in order to be able to exert absolute control over the agency.

And so he recruited a man named E. Howard Hunt, who was considered one of the best intelligence officers in the world at that time. The two men worked together very well, and Angleton even took Hunt with him when he was moved from CIA headquarter to CIA headquarters in Washington D.C. Before long, however, Angleton found himself embroiled in a controversy that threatened to ruin his career and reputation forever.

It began when a few American officials sent a message to President John F. Kennedy demanding information about alleged Soviet spying activities inside the U.S. Those demands were ignored and finally turned into an official investigation known as "Operation Mockingbird." The purpose of this operation was to investigate widespread allegations that American intelligence agencies were handing out secrets to American companies and foreign governments in return for bribes or other payments totaling many millions of dollars. Angleton's investigation led him to one man: William Harvey, an executive vice president at ITT (International Telephone and Telegraph).

Angleton suspected that Harvey might be part of a wide-ranging conspiracy in which senior American government officials were receiving payments from foreign interests in return for access to secret information. But Angleton never had enough solid evidence on his own to bring charges against Harvey and no arrests were ever made in connection with Operation Mockingbird because Angleton never managed to inform his superiors about all his findings concerning Harvey. The scandal ended when Harvey died unexpectedly under mysterious circumstances while flying back from London after having dinner with Hunt and other friends at Hunt's houseboat in Georgetown, D.C., on July 2, 1974 -- just two months after President Richard M. Nixon resigned amidst scandal over Watergate break-in attempts on his political campaign offices during the 1972 presidential election campaign . Worse yet for Angleton, Hunt would not keep silent about what he knew about Angleton's misdeeds during their supper together on July 2, 1974 .
