You might want to forgive them for their actions or lack of action.

But you must know when to forgive. This is where many people fail. In order for one person to do wrong to another, the first person must hold a grudge against the second.

And as long as that grudge exists, the first person will continue to do wrong to the other. The problem with that is that often times, those who are being bullied end up bullying others in turn. So, the only way for a person to be free from bullies is by forgiving them and letting go of resentment and anger towards them.
