If they don’t have a voice in things, they will never be able to express their opinion on who should lead them. As a result, it is important that they outwit the leader by having a candidate with the most ridiculous ideas.

Someone who thinks that fish can walk on land or that water is pumped into wine bottles will be seen as more of a joke than an actual candidate. This makes it so that the voters will not dismiss their ideas out of hand. This means that their voice is heard and respected from which they can become an actual leader in their own right.
