This is a quote from philosopher L. Frank Baum's The Wonderful Wizard of Oz. In the story, the two competing philosophies are demonstrated in two characters: the Wicked Witch of the West and the Cowardly Lion. The Wicked Witch is represented by a woman who is cruel and corrupt, but whose evil is protected by a number of magical powers. The witch's power comes from the people around her, who see her as a frightening force to be feared.

The Wicked Witch is protected by her army of flying monkeys and her army of walking dead. The Cowardly Lion represents the opposite philosophy: one who has no fear because he does not give into temptation and so has no need to hide. He is represented by Mombi, the witch's adviser, who advises the Wicked Witch to take advantage of her powers and to use them for evil, "for that is what they were meant for."
