This quote is a rather strange one, and the meaning of it is hard to understand. It seems to have been copied from a longer statement by Joseph Smith, and it is believed that the original was written in January 1831. In this quote, Joseph Smith contrasts the mind of God with that of men. He then states that men must leave the gospel just as God has delivered it unto them. As far as I can tell, there is no evidence that anyone ever actually said this.
