This quote by English politician Lord Robert Cecil, the 4th Earl of Salisbury, says that when we analyze success and try to understand what it is people do, we find many things more important than success. He argues that more is said about what people do than actually happens. People who “talk the talk” but never follow through or fulfill their promises are often seen as successful, but they fail to follow through and therefore fail in their promises and commitments.
The idea behind this quote is not to disparage those who truly succeed. Instead, it means that we should pay more attention to the things people say than the things they do.
