The quote “Everyone who is not happy must be shot” has been attributed to Vladislav Surkov, a Russian political strategist and former deputy prime minister. It was first published in a book by Surkov’s brother, Alexander, in 1993. However, a 1997 article in The Guardian suggested that the words were said by the politician Eduard Shevardnadze during a public speech at a Georgian conference discussing the country’s economic policy.
