The idea expressed in this quote is that the ability to prevent evil is not an attribute of God. If God is omnipotent, he has the power to prevent all evils. If he is able to do so, but chooses not to, then he is malevolent or evil. If he is able and willing, then why would he allow any evil? The problem with this idea is that it denies the very nature of God. God cannot prevent evil because he doesn't exist in time and space, which are the only places in which evil can exist.
