Although a lie is a partial truth, a blatant lie may be blatant because there is at least a small amount of truth in it. For example, if you say that you’re going to be at a certain place at a certain time and then don’t show up, that would qualify as a blatant lie. And that’s why it’s called a blatant lie. However, if you tell someone that you’re going to be somewhere and then change your mind, you haven’t made any kind of outright statement.

Instead, you’ve said that you were planning to go to the place but maybe didn’t end up doing so. That would not constitute outright lying since there is still some truth in the statement even though no one could really know for sure what the truth is.
