The character Hawkeye says it to his wife after she cuts off his hair, which was tied back in a pony tail. She says, at first, he was her "beast", but now that he's shaved, she's no longer afraid of him.
This is an example of a double-meaning saying where two different meanings are being conveyed by the same word. When you have to cut your hair short, you are often labeled as being beastly or uncivilized.
