This quote is a reference to a group of sheep that follow a particular leader. The flock is led by a shepherd with the sheep following him. The shepherd, however, is the only one who eats the meat from the sheep's diet, not the entire flock. When the shepherd eats the meat from the sheep, he has trouble digesting it because of its texture. Therefore, if you are part of a flock and follow your leader with no thought for yourself, you will be making those around you suffer because they will have to tend to your needs.
