Samuel S. Vaughan is a public administration scholar and a professor emeritus of public administration at the University of Missouri - St. Louis, where he taught from 1983 until his retirement in 2012. He has been an active participant in several professional associations and served as president of the Public Administration Review Section of the American Political Science Association (APSA) from 1987-1988
He is a member of the Academy of Management, the Public Administration Review Section of APSA, and the American Society for Public Administration.
