Miroslav Penkov is the former Minister of Foreign Affairs of the Republic of Bulgaria, who served as the country's first Minister of Foreign Affairs in independent history. After graduating summa cum laude from the Faculty of Law at Sofia University, he served as a law clerk, and was subsequently employed by the Ministry of Justice. During his military service, he was involved in organizing legal aid to Bulgarian citizens who were interned in camps for their opposition to communist rule. He later enrolled at the Department of History at Sofia University
After completing his studies, he worked at the Bulgarian Ministry of Education as an instructor and then as head of the Department for History and Philosophy at Sofia University. His career also included positions at Sofia City Hall, where he headed the Department for Archives and Museums. He was also president of the Museum Society of Bulgaria.
