Lord Balfour was born in 1874. He served as Britain's Lord High Commissioner of the Ionian Islands (the Greek-speaking islands in the Ionian Sea) from 1915 to 1922, and then as Governor of Cyprus from 1922 to 1925. In the 1920s, he held a variety of diplomatic posts, including that of Envoy Extraordinary and Minister Plenipotentiary to the Republic of Liberia from 1923 to 1926, and later represented Great Britain on a diplomatic mission to Cuba from 1926 until 1929.
