Karl Germain was born in New York City. He received his B.S. from the University of Colorado, his M.S. from Colorado State University, and his Ph.D
from the University of Colorado. He is Professor Emeritus of Economics at the University of California Santa Barbara where he taught for forty-five years until his retirement in 1997. He has also taught at: Colorado State University; the University of Iowa; and the University of Texas at Arlington and was Director of Undergraduate Studies in Economics at Colorado State University for five years.
He has held visiting professorships at the Free University of Berlin, Brunel University in London, and the Institut d’Études Politiques de Paris as well as lecturing at numerous universities throughout Europe and North America. His research interests include public finance, taxation, and international economics with a focus on developing countries.
