Joseph Maviglia was born in Italy in 1854. After his early education in Italy, he attended the University of Pavia, graduating with the degree of Doctor of Medicine. He practiced medicine for several years in Italy, then came to the United States, where he established a successful medical practice in New York City. He was elected president of the Italian Consulate General in New York, and was appointed by President McKinley to be Consul General for Italy in New York
He left his post in 1901 to come to Alexandria, Virginia, where he established a medical practice and was active in civic affairs.
