Jeff Cooper was born in Santa Monica, California, on January 23, 1934. He attended high school in San Gabriel and then transferred to Hollywood High School where he graduated in June 1952. He was a member of Phi Kappa Psi fraternity and Tau Beta Pi law fraternity. In 1959 he served as a Naval officer at the London office of the American Chamber of Commerce. After being honorably discharged from the Navy, Jeff became a lawyer practicing law in Los Angeles.
From 1966 to 1969 he served as an assistant district attorney for the City of Los Angeles. In 1969, Jeff was elected as a Superior Court judge for Los Angeles County where he served until 1978 when he retired from the bench. In 1980, Jeff established Firearms International Corporation, a manufacturer and distributor of firearms and accessories based in San Diego County.
In 1991, he retired from Firearms International after selling the company to Colt Manufacturing Company for $8 million dollars. In April 1994, Jeff founded Competition Gunsights International (now known as Competition Plus) which is still owned by Jeff's wife of over 40 years, Elizabeth Hill Cooper. Competition Plus is one of the largest distributors of optics systems for competitive shooters worldwide with customer service and technical support available around the clock via email and telephone.
