Naval War College. In October 1976, he was promoted to Brigadier General and assigned as Deputy Chief of Staff for Operations, HQMC. In July 1979, he was promoted to Major General and assigned as Commanding General First Marine Division (Forward), Camp Pendleton, California.

In July 1983, he was promoted to Lieutenant General and assigned as Commanding General I Marine Expeditionary Force (Forward) at Camp Pendleton, California. In December 1986, he was promoted to the rank of General and assigned as Commander I MEF (Forward), which included all forces assigned to Operation Urgent Fury in Grenada.
