He was a member of the Society of American Newspaper Editors and served as president of that organization in 1912-13. Smith was also active in public affairs, serving as an assistant to Governor James M. Cox of Ohio from 1914-15; as chairman of the Commission on Federal Relations for the National Democratic Convention at Chicago in 1924; and as Chairman of the Commission on Public Information appointed by President Calvin Coolidge.

In 1932 Smith was appointed Chairman of the Federal Communications Commission by President Herbert Hoover and held that position until 1935, when he returned to private life. He died on January 29, 1940 in Washington, D.C., and is buried in Arlington National Cemetery.
