H. Stanley Judd is a retired USAID administrator. He was born in Washington DC and grew up in Arlington, Virginia. He attended George Washington University, graduating with a bachelor's degree in economics
He received his MPA degree from American University in 1972. Mr. Judd served as an officer in the U.S.
Army Military Intelligence Corps from 1972 to 1975, retiring with the rank of Lieutenant Colonel. His duties included intelligence research and analysis, command training support, and operations support for Joint Task Forces in Vietnam and Cambodia. He then spent two years as an instructor at the School of Advanced Military Studies at Fort Leavenworth, Kansas before joining USAID as Senior Program Manager for USFOACOM (United States Forces Operations Commands) at their headquarters in VA/USAID/AIDCen (the agency's headquarters) in January 1980.
Mr. Judd held this position until his retirement on February 1, 1989 after 38 years of service to the federal government.
