He was elected to Congress in 1870 and served two terms before becoming governor of the Ohio Territory from 1883-1885. In 1886 Cleveland ran for president as a Democrat but lost to Benjamin Harrison. Cleveland won back the governorship of Ohio and was reelected as governor in 1891 and 1893.

Cleveland was elected to the presidency in 1888 and served two terms from 1897-1908. Cleveland became embroiled in many financial scandals including bribing members of Congress and mishandling his personal finances. Because of his financial failures, he lost the popular vote by more than 1 million votes but won the electoral vote by a comfortable margin.

He left office with 61% of the popular vote and 46% of the electoral vote.
