Francis Maitland Balfour was born in London in 1868. After studying at Oxford, he became a journalist and at the age of twenty-four was Chief Reporter for the Daily Telegraph. During the Boer War (1899–1902) he served with the War Office and afterwards was attached to the British Army of Occupation in South Africa until 1900, when he returned to England. He was appointed Assistant Secretary of State for India in 1907 and in 1909 became Private Secretary to the First Lord of the Admiralty
He was also Private Secretary to King Edward VII from 1910 until 1912, and to King George V from 1913 until 1917. In 1914 he married Corinne, Countess of Strathmore and Kinghorne. He succeeded her father as eighth Earl of Strathmore and Kinghorne in 1917, and shortly thereafter became a director of Lloyd's Bank.
