Albert E. Cowdrey was born in 1907 and graduated from the University of Virginia with an LL.B. degree in 1936. He served as a lieutenant in the infantry of the United States Army during World War II and served as solicitor for the Board of Appeals, First Judicial Department (1946-1949) and as counsel and special assistant to the Attorney General (1949-1953)
He taught law at American University (1953-1961), was a trial attorney for the Defense Department (1961-1963), and served as general counsel for the National Aeronautics and Space Administration (1963-1965). In 1972, he was appointed as a Justice of the Supreme Court of Delaware. In 1975, Governor Pete du Pont appointed him as a judge of the Superior Court.
In 1980, he left judicial office to practice law once again as a partner in an Alexandria, Virginia firm. He died on January 26, 1992.
